The restrictive measures imposed by authorities using its \u201cderogation powers\u201d in the context of the state of emergency have proven to be of little or no effectiveness in ensuring a well-protected information and digital space, according to the study \u201cDigital Rights in the Republic of Moldova: Opportunities and Responsibilities in a Time of Hybrid Warfare\u201d published<\/strong><\/a> by the Independent Journalism Center (IJC) on December 1, 2023.<\/p>\r\n

The study examines the general context influencing the response to hybrid threats to the security environment of the Republic of Moldova; digital metamorphosis of the state; evolution of the concept of digital rights in the Republic of Moldova; situation of freedom of expression in the online environment; legal framework regulating online media and Internet communications; existing legislative trends; and the risks of negative impact on digital rights.<\/p>\r\n

The study shows, among other things, that digital rights are a new and poorly understood concept for the country\u2019s population, and that public awareness of digital rights is extremely low. \u201cAlthough the law does not explicitly regulate digital rights \u2013 the extension of human rights to the online realm \u2013 Moldova is obliged to respect, protect and promote them, including during the state of emergency,\u201d the document says.<\/p>\r\n

IJC proposes a series of conclusions and recommendations for the authorities to help identify effective solutions for the challenges posed by threats to Moldova\u2019s information security, as well as to initiate reforms in support of fundamental human rights in the digital environment.<\/p>\r\n
