{"id":51074,"date":"2025-07-25T10:10:21","date_gmt":"2025-07-25T07:10:21","guid":{"rendered":"https:\/\/cji.md\/?p=51074"},"modified":"2025-07-25T14:30:19","modified_gmt":"2025-07-25T11:30:19","slug":"disinformation-narratives-on-telegram-in-the-pre-election-context-cases-of-tv-channels-and-websites-closed-by-the-authorities","status":"publish","type":"post","link":"https:\/\/cji.md\/en\/disinformation-narratives-on-telegram-in-the-pre-election-context-cases-of-tv-channels-and-websites-closed-by-the-authorities\/","title":{"rendered":"Disinformation Narratives on Telegram in the Pre-Election Context: Cases of TV Channels and Websites Closed by the Authorities"},"content":{"rendered":"<strong>Several TV channels and websites blocked by the Information and Security Service in<\/strong>\u00a0<strong>2023<\/strong>\u00a0<strong>for promoting war and spreading disinformation have formed a sort of information ecosystem on Telegram, where they post dozens of news items on a daily basis, fueling disinformation narratives aimed against the EU, Ukraine, and the current governance of the Republic of Moldova.<\/strong>\r\n<ul>\r\n \t<li><strong>Seven such channels were monitored during in the first two weeks of July; the results reveal close cooperation among them \u2013 each of them produces little original content, sharing what the other channels from the same \u201cclub\u201d produce. During this term, they also published some fake news items.<\/strong><\/li>\r\n \t<li><strong>The monitoring results also demonstrate that the channels tend to specialize in particular \u201ctasks.\u201d Gagauznews, Komsomolskaia pravda v Moldove (KP), Primul in Moldova, and Canal<\/strong><strong>5 have the \u201cmission\u201d to publish materials related to the \u201cVictorie\u201d Bloc, Ilan Sor, and Evghenia Gutul. Enews and Moldavskie Vedomosti specialize in anti-government, anti-European, pro-Russian, and anti-Ukrainian texts. Cenzura.md apparently publishes the materials concerning Victoria Furtuna as well as the news containing \u201ctraditional\u201d or recent narratives.<\/strong><\/li>\r\n \t<li><strong>Among the monitored channels, Komsomolskaia pravda v Moldove has the largest audience (over<\/strong><strong>35000<\/strong>\u00a0<strong>followers) with an average of 4700<\/strong>\u00a0<strong>views per post. The other six channels have from<\/strong>\u00a0<strong>1000<\/strong>\u00a0<strong>to<\/strong>\u00a0<strong>13000<\/strong>\u00a0<strong>followers each, apart from Moldavskie Vedomosti (with<\/strong>\u00a0<strong>328<\/strong>\u00a0<strong>followers).<\/strong><\/li>\r\n<\/ul>\r\n<strong>Let us analyze the most prominent narratives found in the content published by the seven channels.<\/strong>\r\n\r\n<strong>1. European integration is a mere myth; the EU uses the Republic of Moldova as an instrument in a future war against Russia<\/strong>\r\n\r\nThis narrative amplified by the July\u00a04\u00a0events, i.e. the EU-Moldova summit in Chisinau, started with a text written by analyst Victor Josu and posted on the Traditia.md website. From this source, <a href=\"https:\/\/t.me\/KpMoldova\/113649\">Komsomolskaia pravda v Moldove<\/a>, <a href=\"https:\/\/t.me\/vedomostimd\/21619\">Moldavskie Vedomosti<\/a>, and <a href=\"https:\/\/t.me\/canal5ru\/36296\">Canal 5<\/a> reposted it under different titles. The same idea can also be found in another <a href=\"https:\/\/t.me\/vedomostimd\/21637\">post<\/a> on the Moldavskie Vedomosti channel and the material published by <a href=\"https:\/\/t.me\/moldova_cenzura\/23111\">Cenzura.md<\/a>. They quote Victor Josu saying that, at the July\u00a04\u00a0summit, the Republic of Moldova\u2019s candidacy for EU membership was basically rejected. Instead, according to him, one could clearly see \u201cBrussels\u2019 policy of involving Moldova into a future war with Russia disguised by such a phrase as \u2018improving security.\u2019\u201d \u201cEven NATO \u2013 after the Trump administration demonstrated that the US were no longer interested in Europe \u2013 ceased being the basic factor in this regard; NATO\u2019s position is currently occupied by the EU.\u201d Dmitri Ciubasenco is also quoted: according to him, the summit had another tendency which \u201cneither Chisinau nor Brussels is eager to display clearly: to closely connect Moldova with the EU military machine for their common struggle against Russia.\u201d\r\n\r\nThe narrative mentioned in the posts cited above and stating that the EU keeps gradually transforming into a military bloc, actually refers to an opinion expressed by Maria Zakharova a few days earlier and quoted by another channel which is part of the same ecosystem, i.e.\u00a0<a href=\"https:\/\/t.me\/gagauznewsmd\/77834\">Gagauznews.md<\/a>. Zakharova is quoted as saying that the EU is \u201cgetting militarized.\u201d\r\n\r\n<strong><img decoding=\"async\" class=\"alignnone wp-image-51062 lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-1-300x111.png\" alt=\"\" width=\"643\" height=\"238\" data-sizes=\"auto\" data-srcset=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-1-300x111.png 300w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-1-380x141.png 380w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-1-20x7.png 20w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-1-190x71.png 190w\" sizes=\"(max-width: 643px) 100vw, 643px\" \/><\/strong>\r\n\r\n<strong>2. Moldova is losing its population due to its governance<\/strong>\r\n\r\nThis is one of the narratives permanently circulating in the media sphere and intensifying during the pre-election period. In the beginning of the monitoring period (July\u00a01), several channels published an analytical text by politician Vlad Filat. <a href=\"https:\/\/t.me\/vedomostimd\/21546\">Moldavskie Vedomosti<\/a>, <a href=\"https:\/\/t.me\/enewsmd\/63837\">Enewsmd<\/a>, and <a href=\"https:\/\/t.me\/primulinmd\/96223\">Primul in Moldova<\/a> announce that\u00a075\u00a0villages have been \u201cerased from the map\u201d and that \u201cthe governance of Maia Sandu and the PAS writes the history of destruction of the Republic of Moldova.\u201d On July\u00a03, <a href=\"https:\/\/t.me\/enewsmd\/63912\">Enewsmd<\/a> includes this narrative into a post by quoting civic activist Igor Tuleantev who says young people leave the countryside due to a \u201cprofound systemic crisis amplified by the authorities\u2019 policy.\u201d\r\n\r\nOn July\u00a05, <a href=\"https:\/\/t.me\/vedomostimd\/21618\">Moldavskie Vedomosti<\/a> publishes a statement by Irina Vlah, according to whom, during four years of the PAS government, Moldova has lost over\u00a0245000\u00a0people. On July\u00a08, the channels abounded with the politicians\u2019 statements regarding depopulation as a result of the current governance: <a href=\"https:\/\/t.me\/enewsmd\/64028\">Enewsmd<\/a> mentions that the population of Moldova has decreased by\u00a042000\u00a0people compared to the previous year, according to the National Bureau of Statistics, adding, \u201cThe PAS regime obviously acts according to the principle that \u2018less is more.\u2019\u201d On the same day, the same<a href=\"https:\/\/t.me\/enewsmd\/64030\"> channel<\/a> quotes Vlad Batrancea, a Socialist deputy, who says that \u201cmore and more citizens keep leaving the country due to the lack of stability and prospects caused by the current governance.\u201d <a href=\"https:\/\/t.me\/moldova_cenzura\/23047\">Cenzura.md<\/a> quotes Bogdan Tirdea, another Socialist, who considers that, \u201cby its policy, the government makes the difficult demographic situation even worse. (&#8230;) The Republic of Moldova is transforming into a geopolitical wasteland living in anticipation of a war or a catastrophe,\u201d and <a href=\"https:\/\/t.me\/primulinmd\/96734\">Primul in Moldova<\/a> publishes Alexei Lungu\u2019s ideas on this topic: \u201cIs this exactly the \u2018European integration\u2019 we have been hearing about from the screens for many years?\u201d\r\n\r\n<strong><img decoding=\"async\" class=\"alignnone wp-image-51053 lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-2-300x169.png\" alt=\"\" width=\"609\" height=\"343\" data-sizes=\"auto\" data-srcset=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-2-300x169.png 300w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-2-380x214.png 380w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-2-20x11.png 20w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-2-190x107.png 190w\" sizes=\"(max-width: 609px) 100vw, 609px\" \/><\/strong>\r\n\r\n<strong>3. The elections are likely to be falsified<\/strong>\r\n\r\nThis is a well-known narrative which also circulated during the previous election campaigns; it can also be encountered in the other states and is aimed at de-legitimizing the elections if they are won by some \u201cundesirable\u201d entities. On July\u00a03, historian Boris Sapovalov discussed the falsification issues, according to <a href=\"https:\/\/t.me\/moldova_cenzura\/22965\">Cenzura.md<\/a>: \u201cAs a matter of fact, the Moldovan authorities are officially preparing to falsify the upcoming parliamentary elections by using their administrative resources in order to subsequently control the voting process.\u201d On the same day, <a href=\"https:\/\/t.me\/enewsmd\/63896\">Enewsmd<\/a> publishes a demand by the \u201cInima Moldovei\u201d Party for a tougher punishment for election fraud, adding that \u201cthe protest participants are concerned that the PAS could resort to fraud during the elections to be held on September\u00a028,\u201d and the results of an opinion poll<a href=\"https:\/\/t.me\/enewsmd\/63907\"> according to which,<\/a> \u201conly a quarter of the residents of Moldova believe that the autumn elections will be held in a honest way.\u201d On July\u00a08, the same narrative can be seen on <a href=\"https:\/\/t.me\/primulinmd\/96679\">Primul in Moldova<\/a> in the statement made by politician Marina Tauber: \u201cWhat we expect is massive election fraud and non-admission of several parties to the elections.\u201d\r\n\r\n<strong><img decoding=\"async\" class=\"alignnone wp-image-51056 lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-3-300x118.png\" alt=\"\" width=\"570\" height=\"224\" data-sizes=\"auto\" data-srcset=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-3-300x118.png 300w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-3-380x149.png 380w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-3-20x9.png 20w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-3-190x75.png 190w\" sizes=\"(max-width: 570px) 100vw, 570px\" \/><\/strong>\r\n\r\n<strong>4. Pro-Europeans are nothing more than \u201cgrant-eaters\u201d<\/strong>\r\n\r\nThis narrative which is actually a label applied to non-governmental organizations and individuals who are part of them can be found in various news items regardless of the topic. On July\u00a04, <a href=\"https:\/\/t.me\/vedomostimd\/21597\">Moldavskie Vedomosti<\/a> comments, \u201cIf we assume that the PAS and the \u2018Impreuna\u2019 Bloc are a bunch of more or less successful grant-eaters instead of true pro-European forces, things start looking logical and clear.\u201d On July\u00a07, the same channel criticizes a grant contest held by the Soros Foundation Moldova: \u201cLet us reiterate: 3.8\u00a0million\u00a0Euros are given not to help caregivers, but to maintain NGOs; therefore, it is up to the grant-eaters to decide how the caregivers should live. Why should one become an engineer, a doctor, or a farmer if the grant-eaters earn much more money?\u201d \u041a\u0420 applies this label virtually every time it mentions independent journalists (the examples can be seen<a href=\"https:\/\/t.me\/KpMoldova\/113326\"> here<\/a> and<a href=\"https:\/\/t.me\/KpMoldova\/113484\"> here<\/a>), accusing them of being government-favored. The same narrative is indirectly present in the <a href=\"https:\/\/t.me\/enewsmd\/64073\">Enewsmd<\/a> news item announcing that Irina Vlah addressed the CEC asking to monitor the activity of the NGOs involved in the electoral process.\r\n\r\n<strong><img decoding=\"async\" class=\"alignnone wp-image-51059 lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-4-300x125.png\" alt=\"\" width=\"523\" height=\"218\" data-sizes=\"auto\" data-srcset=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-4-300x125.png 300w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-4-380x159.png 380w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-4-20x9.png 20w, https:\/\/cji.md\/wp-content\/uploads\/2025\/07\/COLAJ-4-190x79.png 190w\" sizes=\"(max-width: 523px) 100vw, 523px\" \/><\/strong>\r\n\r\n<strong>CONCLUSIONS<\/strong>\r\n\r\nThe four narratives we have identified and the way they are presented in the media content on Telegram illustrate the way influence strategies are applied.\r\n\r\n<strong>In the first case,<\/strong> the manner of presenting the facts can be described as \u201cre-informing\u201d or \u201cpost-truth\u201d in specialized studies, or simply replacing facts with opinions. The authors do not start by publishing a neutral news item providing the facts about a particular topic, or add the analysis and the analysts\u2019 considerations after that, which would be logical. Instead, the part related to the facts is omitted. Someone\u2019s opinion\/interpretation of the facts is presented directly. Such an approach deprives the audience of the opportunity to find out what has actually happened. When applied systematically, this strategy conveys the idea that the facts no longer matter; it is their interpretation that matters most.\r\n\r\n<strong>In the second case<\/strong>, one can talk about influencing by means of the lack of context. The fact that the population in the Republic of Moldova is decreasing (due to migration and lower birth rates) was established by the United Nations Population Fund in the early\u00a02000s\u00a0and has persisted ever since; according to the specialists, it is a result of complex social factors, therefore, it cannot be attributed to the activity of any specific governance.\r\n\r\n<strong>In the third case,<\/strong> the idea that the elections will be falsified which is promoted without any confirming arguments may be based on the intentions which are not limited to the informational environment: it may prepare public opinion for eventual post-election protests. However, this narrative may have a certain impact by discrediting the democratic electoral procedure.\r\n\r\n<strong>The label narrative<\/strong> stating that pro-Europeans are mere \u201cgrant-eaters\u201d functions like any label or ridicule: it devalues individuals or entities by permanently highlighting an aspect which is regarded as disqualifying. Repeating the label results in \u201ccanceling\u201d the value and credibility of the subject.\r\n\r\n<strong>Fakes, hate speech, and deepfakes<\/strong>\r\n\r\nIn addition to the above narratives, some of the channels monitored, such as <a href=\"https:\/\/t.me\/KpMoldova\/114283\">Komsomolskaia pravda<\/a> and <a href=\"https:\/\/t.me\/moldova_cenzura\/23131\">Cenzura.md<\/a>, have published fake news items about several Moldovan service members who were allegedly trained in the Ukraine and killed in Kherson without subsequently <a href=\"https:\/\/presa.army.md\/ro\/post\/fals-informational-despre-%E2%80%9Emilitari-moldoveni-decedati%E2%80%9D-in-ucraina-362\">\u00a0disproving it.<\/a> Another channel, <a href=\"https:\/\/presa.army.md\/ro\/post\/fals-informational-despre-%E2%80%9Emilitari-moldoveni-decedati%E2%80%9D-in-ucraina-362\">Moldavskie Vedomosti<\/a>, demonstrates a special concern for the anti-LGBTQ+ agenda, publishing<a href=\"https:\/\/t.me\/vedomostimd\/21589\"> fake news<\/a> stating, \u201cThis is Europe: guys have a new technicality. All you have to do to avoid being drafted into the Ukrainian army is become gay\u201d and some materials about the sexual orientation of President Volodymyr Zelenskyy (<a href=\"https:\/\/t.me\/vedomostimd\/21630\">here<\/a> and<a href=\"https:\/\/t.me\/vedomostimd\/21756\"> here<\/a>). An AI-generated video depicting Maia Sandu and mocking sexual minorities was published during the same period of time by <a href=\"https:\/\/t.me\/gagauznewsmd\/77947\">Gaguznews<\/a>.<div class=\"pvc_clear\"><\/div><p id=\"pvc_stats_51074\" class=\"pvc_stats total_only  \" data-element-id=\"51074\" style=\"\"><i class=\"pvc-stats-icon medium\" aria-hidden=\"true\"><svg aria-hidden=\"true\" focusable=\"false\" data-prefix=\"far\" data-icon=\"chart-bar\" role=\"img\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" viewBox=\"0 0 512 512\" class=\"svg-inline--fa fa-chart-bar
