Such a practice, characteristic of troll factories, was fixed during the monitoring of 59 Telegram channels from July 15 to 31.\u00a0 <\/strong><\/p>\r\n\r\n<ul>\r\n \t<li style=\"text-align: justify;\"><strong>Based on a set of keywords, we watched how the 59 channels \u2013 either anonymous or belonging to some media sources \u2013 dealt with the following topics: the detention of the former Democratic leader Vladimir Plahotniuc in Greece; the information presented by the Supreme Security Council on Russia\u2019s plans to interfere in the elections; the fake about the closure of some social media platforms. <\/strong><\/li>\r\n \t<li style=\"text-align: justify;\"><strong>The monitoring demonstrated the perpetuation of several recurring manipulation or disinformation narratives, spread intensively by these channels on any new occasion that appeared on the public agenda. The views amounted to millions.<\/strong><\/li>\r\n<\/ul>\r\n&nbsp;\r\n<table width=\"624\">\r\n<tbody>\r\n<tr>\r\n<td width=\"624\"><strong>WHICH CHANNELS WE MONITORED<\/strong>\r\n<p style=\"text-align: justify;\">We analyzed the content distributed on <strong>59 Telegram channels<\/strong> that have the largest audiences in the Moldovan information space on this platform, including:<\/p>\r\n<p style=\"text-align: justify;\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 28 channels of media sources\/influencers<\/p>\r\n<p style=\"text-align: justify;\">&#8211;\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 31 anonymous channels<\/p>\r\n<p style=\"text-align: justify;\">The most popular channels of <strong>media sources\/influencers<\/strong> are: Ungureanu 112 (42,521 followers); KP Moldova (35,469 followers); Gagauzia24 (14,745 followers); Luchianiuc.com (13,246 followers); Gagauznews (13,137 followers); TV6 Moldova (11,325 followers); MD24 (10,802 followers); Telegraph Moldova (9,922 followers); Sputnik Moldova 2.0 (8,026 followers).<\/p>\r\n<p style=\"text-align: justify;\">The most popular <strong>anonymous pages<\/strong> we monitored are: Moldova News (45,813 followers); Moldova Liber\u0103 (39,843 followers); \u041c\u043e\u043b\u0434\u043e\u0432\u0430 \u0441\u0435\u0439\u0447\u0430\u0441 [@moldova_acum] (39,367 followers), \u0422\u0440\u0435\u0448 \u041a\u0438\u0448 [@trech_kich] (35,662 followers); \u041c\u043e\u043b\u0434\u0430\u0432\u0441\u043a\u0438\u0439 \u041a\u0440\u043e\u0442 [@md_krot] (33,035 followers); \u0413\u0430\u0433\u0430\u0443\u0437\u0441\u043a\u0430\u044f \u0420\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0430 [@Republic_Of_GaGauZia] (31,279 followers); Insider Moldova (30,324 followers); \u0424\u043b\u0443\u0435\u0440\u0430\u0448 [@Fluieras] (28,494 followers); \u041c\u043e\u043b\u0434\u043e\u0432\u0430 \u043e\u043d\u043b\u0430\u0439\u043d [@onlinemd24] (27,578 followers); \u041c\u043e\u043b\u0434\u0430\u0432\u0441\u043a\u0438\u0439 \u0442\u0435\u043b\u0435\u0441\u043a\u043e\u043f [@Telescopul_moldovenesc](25,309 followers).<\/p>\r\n<\/td>\r\n<\/tr>\r\n<\/tbody>\r\n<\/table>\r\n<strong>\u00a0<\/strong>\r\n\r\n<strong>THE TOPIC OF PLAHOTNIUC<\/strong>\r\n<p style=\"text-align: justify;\">Between July 15 and 31, the 59 channels published 1,068 posts about Plahotniuc, which gathered 2,331,338 views. Some of them concerned news from the police, the prosecutor\u2019s office or foreign media regarding the fake passports found during the search; the extradition request; the villa where he lived; etc. Another part contained the \u201cpolitical framing\u201d of the facts, when exclusively anti-government views were selected for publication.<\/p>\r\n<p style=\"text-align: justify;\">The following narratives were thus set up:<\/p>\r\n\r\n<ol>\r\n \t<li><strong> Detention and arrest are pre-electoral political actions, orchestrated by Europeans or pro-Europeans from Chisinau, and not a natural operative measure of the legal system <\/strong><\/li>\r\n<\/ol>\r\n<p style=\"text-align: justify;\">From the very first day of Vladimir Plahotniuc\u2019s detention in Athens (July 22), some channels posted and shared among themselves opinions that claimed that the detention is a political act. For example, Nina Dimoglo\u2019s channel <a href=\"https:\/\/t.me\/dimoglonina\/15218\">quoted<\/a> socialist MP Bogdan \u021a\u00eerdea: \u201cThey arrested Platon, whom they couldn\u2019t find for four years, although he was photographing himself in London and making live broadcasts. And suddenly, three months before the election, they detained him. Today \u2013 the same thing with Plahotniuc. Elections have already started, and he gets detained. That speaks of one thing \u2013 the country really has switched to the regime of manual control from outside.\u201d The next day, MorariNews <a href=\"https:\/\/t.me\/morarinews\/12168\">presented<\/a> the detention as \u201ca story that no one believes,\u201d arguing this idea by giving the opinion of ex-Minister of Justice Fadei Nagacevschi, who believes that Plahotniuc \u201creceived guarantees, and that is why he is coming back.\u201d A day later, <a href=\"https:\/\/t.me\/wtfmoldova\/67193\">another channel<\/a> quoted Bogdan \u021a\u00eerdea again, saying that \u201cafter long torments, the European Union decided to return Plahotniuc to us.\u201d<\/p>\r\n<p style=\"text-align: justify;\">In a week, this narrative gained strength again, and we could find it on several other channels: <a href=\"https:\/\/t.me\/enewsmd\/64770\">Enews<\/a> and <a href=\"https:\/\/t.me\/wtfmoldova\/67493\">WtfMoldova<\/a> conveyed the opinion of \u201cpolitical scientist Victor Josu\u201d, who talked about a political stratagem, stating that in 2019, Plahotniuc was banished so as to be replaced by \u201cpuppets of the West, and now they need him again.\u201d On the same day, the channel of the TV station Primul \u00een Moldova, which had had its license suspended, <a href=\"https:\/\/t.me\/primulinmd\/98089\">delivered<\/a> a similar opinion of the \u201cex-Deputy Prime Minister Alexandru Muravschi\u201d, who said that there is a reason why \u201cthey remembered Plahotniuc before the elections\u201d and that the return of the Plahotniuc topic on the daily agenda shortly before the elections is \u201ca well thought out political plan.\u201d<\/p>\r\n\r\n<ol style=\"text-align: justify;\" start=\"2\">\r\n \t<li><strong> The detention was announced to overshadow the news about the creation of the left-wing bloc consisting of socialists, communists, and the parties Future of Moldova and Heart of Moldova <\/strong><\/li>\r\n<\/ol>\r\n<p style=\"text-align: justify;\">Among the first people to express such an opinion were PSRM President Igor Dodon, quoted by <a href=\"https:\/\/t.me\/rupor_md\/80752\">Rupor<\/a>: \u201cThe news about the detention of Plahotniuc is an attempt to distract attention from the creation of the opposition bloc\u201d; Igor Tulean\u021bev, presented as a civic activist and quoted by <a href=\"https:\/\/t.me\/enewsmd\/64498\">Enews<\/a>: \u201cAs soon as the creation of the left-wing bloc was announced, the news about Plahotniuc&#8217;s arrest came. The result is the same \u2013 one topic overshadowed another one\u201d; the TV presenter under EU sanctions <a href=\"https:\/\/t.me\/mr_buimistr\/1440\">Dumitru Buimistru<\/a><strong>:<\/strong> \u201cAs soon as the creation of the opposition bloc was announced, the news about Plahotniuc\u2019s detention was thrown into the media field in order to change the agenda. Coincidence?\u201d; Anatolii Dirun, presented as a political scientist, quoted by Sputnik: \u201cThey are playing the aces\u201d \u2013 this is how Anatolii Dirun commented that Plahotniuc\u2019s detention in Greece \u201caccidentally\u201d coincided with the briefing on the creation of the opposition bloc for the parliamentary elections.<\/p>\r\n<img decoding=\"async\" class=\"alignnone wp-image-51279 size-full lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram-1.png\" alt=\"\" width=\"1024\" height=\"365\" data-sizes=\"auto\" data-srcset=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram-1.png 1024w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram-1-300x107.png 300w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram-1-768x274.png 768w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram-1-380x135.png 380w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram-1-20x7.png 20w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram-1-190x68.png 190w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram-1-760x271.png 760w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/>\r\n<p style=\"text-align: justify;\">Two days later, other voices expressed the same idea, relayed by Telegram channels. Olesea Tanasoglo of the Heart of Moldova Party was quoted by <a href=\"https:\/\/t.me\/wtfmoldova\/67167\">WtfMoldova<\/a> saying that Plahotniuc \u201cwas brought into the light\u201d in order to overshadow the unification of the opposition, and ex-Minister of Defense Pavel Voicu said, quoted by <a href=\"https:\/\/t.me\/moldova_cenzura\/23376\">Cenzura<\/a>, that \u201cspreading in the public space of the news about the possible detention of Vladimir Plahotniuc is a manipulation meant to distract attention from the failures of the government\u201d and from the fact that \u201cfour parties united and created a bloc of the left-wing opposition.\u201d Although the information was officially transmitted by the Greek law enforcement authorities and images also appeared, Voicu, in his statement of July 25, questioned the detention: \u201cEverything that is happening now is a political trick. If Plahotniuc is indeed detained, the authorities are obliged to provide us with information and concrete evidence. But PAS threw a smoke bomb to distract attention.\u201d<\/p>\r\n\r\n<ol style=\"text-align: justify;\" start=\"3\">\r\n \t<li><strong> Maia Sandu and PAS do not want Plahotniuc to be extradited to Moldova <\/strong><\/li>\r\n<\/ol>\r\n<p style=\"text-align: justify;\">Opinions that crystallized this narrative emerged immediately after the detention, on July 23, and were quickly picked up by several channels. <a href=\"https:\/\/t.me\/enewsmd\/64556\">Enews<\/a> and <a href=\"https:\/\/t.me\/sputnikmd_2\/8460\">Sputnik<\/a> preferred to convey the opinion of former Deputy Speaker of Parliament Alexandr Slusari, who wrote on his Facebook page that the current authorities are not happy about Plahotniuc\u2019s return, as he allegedly has \u201can archive\u201d with compromising material on several politicians, prosecutors, judges, etc. A few days later, <a href=\"https:\/\/t.me\/gagauznewsmd\/80012\">Gagauznews reproduced<\/a> a post by former journalist Gabriel C\u0103lin, who said that a possible extradition of Plahotniuc would change the course of the election campaign, as he would make public statements inconvenient for Maia Sandu. Then <a href=\"https:\/\/t.me\/rusputnikmd_2\/13456\">Sputnik Moldova<\/a> claimed that \u201cSandu and her henchmen are now solving a difficult problem \u2013 how to make sure that Plahotniuc is not extradited to Moldova,\u201d because \u201cno one from the top leadership of the regime wants Plahotniuc to appear in Chisinau and start opening his mouth.\u201d A similar idea was also promoted by <a href=\"https:\/\/t.me\/vesti24md\/6345\">Vesti24.md<\/a>, citing Fadei Nagacevschi, who believes that the authorities \u201care doing everything so that Plahotniuc is not extradited.\u201d<\/p>\r\n<p style=\"text-align: justify;\">Towards the end of the monitoring period, this narrative subtly passed into the posts on the meeting of the Supreme Security Council, at the end of which President Maia Sandu spoke about the Russian Federation\u2019s plans to intervene in the autumn elections. The topic is still being analyzed.<\/p>\r\n\r\n<table width=\"623\">\r\n<tbody>\r\n<tr>\r\n<td width=\"623\"><strong>Conclusions<\/strong>\r\n<p style=\"text-align: justify;\">This topic is certainly of major public interest and many details are not known, so it is normal for there to be a public debate and various opinions about it. But the problem arises when:<\/p>\r\n<p style=\"text-align: justify;\">1) Objective facts are omitted from this debate \u2013 the fact that Plahotniuc was detained in Greece with false documents on him, and it is a punishable criminal act regardless of the kind of government there is in Chisinau or Brussels;<\/p>\r\n<p style=\"text-align: justify;\">2) When only one kind of opinion is selected;<\/p>\r\n<p style=\"text-align: justify;\">3) When the debate lacks expert opinions, in other words, the opinions of specialists with expertise in the matter. Most of the opinions that circulated belonged to politicians and not to lawyers or other specialists in cross-border crime, extradition, etc. That is indicative of the purpose of the so-called debate \u2013 to reduce an act of justice to a political matter, convenient to a party. The interpretations given in this case are at the limit of conspiracy theories, as it has been suggested, like in the case of \u201cclassical\u201d conspiracies, that nothing is what it seems to be.<\/p>\r\n<p style=\"text-align: justify;\">The way in which the monitored channels shared posts with each other, often republishing irrelevant or repetitive content, shows that the interest is not to compete for an audience that would bring them commercial benefits (which, in fact, every media wants \u2013 to monetize the content) and, even less so, for quality, but to dominate the \u201cTelegram space\u201d with the same narratives, thus making them seem important and credible and giving the impression of a massive phenomenon.<\/p>\r\n<p style=\"text-align: justify;\">It is the effect of formal pluralism \u2013 if multiple voices say the same thing, it creates the impression that this is the truth. Another effect is that the multitude of channels with fake or manipulative content discourages the consumer, who is forced to physically browse through multiple channels and thus waste time searching for reliable information.<\/p>\r\n<\/td>\r\n<\/tr>\r\n<\/tbody>\r\n<\/table>\r\n&nbsp;\r\n\r\n<strong>SUPREME SECURITY COUNCIL MEETING<\/strong>\r\n<p style=\"text-align: justify;\">On July 30, President Maia Sandu convened the meeting of the Supreme Security Council (SSC) of the country, and at the end she gave <a href=\"https:\/\/presedinte.md\/rom\/discursuri\/declaratiile-presedintei-maia-sandu-in-urma-sedintei-consiliului-suprem-de-securitate-din-30-iulie-2025\">a speech<\/a>, in which she presented the findings of the investigations carried out by state institutions regarding the planned interference of Russia in the parliamentary elections of September 28. Some monitored Telegram channels, very few, briefly transmitted the most relevant theses, but the majority mocked the facts stated, presenting them as \u201cscarecrows\u201d of the government, which allegedly thus are covering their own failures.<\/p>\r\n<p style=\"text-align: justify;\">The topic was covered in the period of July 29-31, with 189 posts containing the keyword \u201csecurity\u201d being published in these three days, which had over 311,000 views. Here are the most prominent narratives:<\/p>\r\n\r\n<ol style=\"text-align: justify;\">\r\n \t<li><strong> Maia Sandu convened the SSC meeting to cover the Plahotniuc topic \u2013 identical posts<\/strong><\/li>\r\n<\/ol>\r\n<p style=\"text-align: justify;\">In promoting this narrative, coordinated activity was observed in at least two cases: the same content, which originally appeared on <a href=\"https:\/\/t.me\/insider_md\/3379\">Insider Moldova<\/a> at 12:13, was placed, 7 minutes later, without citing the original source, on <a href=\"https:\/\/t.me\/md_news24\/25400\">\u041d\u043e\u0432\u043e\u0441\u0442\u0438 \u041c\u043e\u043b\u0434\u043e\u0432\u044b<\/a> [@md_news24]. This shows that the two channels have a common command center, which delivers texts. In the post, the content of the president\u2019s speech was qualified as a manifestation of panic: \u201cBetween the lines, we read something else: People in the PAS office fear that compromising information will return together with Plahotniuc.\u201d<\/p>\r\n<p style=\"text-align: justify;\">A few channels \u2013 <a href=\"https:\/\/t.me\/enewsmd\/64789\">Enews<\/a>, <a href=\"https:\/\/t.me\/rusputnikmd_2\/13674\">Sputnik<\/a> and <a href=\"https:\/\/t.me\/MoldovaPolitics\/26384\">\u041c\u043e\u043b\u0434\u0430\u0432\u0441\u043a\u0430\u044f \u041f\u043e\u043b\u0438\u0442\u0438\u043a\u0430<\/a> [@moldovapolitics] \u2013 cited the ex-Prime Minister Vlad Filat, who compares the SSC with a \u201cpolice unit for juvenile delinquents\u201d and accuses Maia Sandu that she herself promotes foreign interference, and all this against the background of the return of Vlad Plahotniuc \u2013 \u201cformer grey cardinal\u201d \u2013 to the country.<\/p>\r\n\r\n<ol style=\"text-align: justify;\" start=\"2\">\r\n \t<li><strong> The speech after the SSC meeting is a simple scarecrow and justification to apply restrictions in elections<\/strong><\/li>\r\n<\/ol>\r\n<p style=\"text-align: justify;\">The Telegram channel of the TV station with suspended license <a href=\"https:\/\/t.me\/canal5ru\/38888\">Canal 5<\/a> labeled the speech as \u201ca scarecrow without evidence on the eve of the election campaign\u201d; another <a href=\"https:\/\/t.me\/wtfmoldova\/67541\">channel<\/a> <a href=\"https:\/\/t.me\/wtfmoldova\/67593\">scoffed<\/a> at the<img decoding=\"async\" class=\"alignright wp-image-51282 lazyload\" src=\"data:image\/gif;base64,R0lGODlhAQABAAAAACH5BAEKAAEALAAAAAABAAEAAAICTAEAOw==\" data-src=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram2-300x144.png\" alt=\"\" width=\"550\" height=\"263\" data-sizes=\"auto\" data-srcset=\"https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram2-300x144.png 300w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram2-380x182.png 380w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram2-20x9.png 20w, https:\/\/cji.md\/wp-content\/uploads\/2025\/08\/telegram2-190x91.png 190w\" sizes=\"(max-width: 550px) 100vw, 550px\" \/> SSC meeting, calling it \u201cenchanting\u201d and suggesting that attempts are being made to \u201csilence\u201d opposition voices. The same idea was conveyed by <a href=\"https:\/\/t.me\/gagauznewsmd\/80316\">Gagauznews<\/a>.<\/p>\r\n\r\n<table width=\"623\">\r\n<tbody>\r\n<tr>\r\n<td width=\"623\"><strong>Conclusions<\/strong>\r\n<p style=\"text-align: justify;\">Mockery and ridicule are manipulation techniques that aim to diminish the importance of a topic and to discredit the source of information. Also, this technique has the role of nullifying the importance of objective facts, channeling attention to secondary and irrelevant aspects.<strong>\u00a0<\/strong><\/p>\r\n<\/td>\r\n<\/tr>\r\n<\/tbody>\r\n<\/table>\r\n&nbsp;\r\n\r\n<strong>CENSORSHIP: TELEGRAM AND TIKTOK ARE TO GET CLOSED<\/strong>\r\n<p style=\"text-align: justify;\">Another topic that marked the end of July is the fake that TikTok and Telegram will be blocked before the elections in Moldova. The speculation started from the above-mentioned speech of Maia Sandu. The president said, when referring to \u201c10 main instruments of interference in the political and electoral processes in Moldova,\u201d that Telegram in particular is used in order to \u201cdistribute information about rewards for participation in protests and, especially, to organize voter corruption schemes.\u201d She added that, so far, Telegram \u201chas given no answer when state institutions reported falsehoods or voter corruption actions.\u201d<\/p>\r\n<p style=\"text-align: justify;\">This statement was intentionally presented as an act of censorship, spreading the falsehood that the blocking of platforms would be operated two weeks before the election.<\/p>\r\n<p style=\"text-align: justify;\">On the topic of Telegram, a total of 98 posts with over 126,000 views were identified on the 59 monitored channels on July 30 and 31. Main narratives:<\/p>\r\n\r\n<ol style=\"text-align: justify;\">\r\n \t<li><strong> The government applies censorship under the pretext of ensuring state security. The decision has already been made<\/strong><\/li>\r\n<\/ol>\r\n<p style=\"text-align: justify;\">A post with such content was published by the channels <a href=\"https:\/\/t.me\/moldova_acum\/13070\">\u041c\u043e\u043b\u0434\u043e\u0432\u0430 \u0421\u0435\u0439\u0447\u0430\u0441<\/a> [@moldova_acum], <a href=\"https:\/\/t.me\/Republic_Of_GaGauzia_MD\/920\">\u0413\u0430\u0433\u0430\u0443\u0437\u0441\u043a\u0430\u044f \u0420\u0435\u0441\u043f\u0443\u0431\u043b\u0438\u043a\u0430<\/a> [@republic_of_gagauzia_md], <a href=\"https:\/\/t.me\/enewsmd\/64803\">Enews<\/a>, <a href=\"https:\/\/t.me\/insider_md\/3380\">Insider Moldova<\/a>, <a href=\"https:\/\/t.me\/vedomostimd\/22055\">\u041c\u043e\u043b\u0434\u0430\u0432\u0441\u043a\u0438\u0435 \u0412\u0435\u0434\u043e\u043c\u043e\u0441\u0442\u0438<\/a> [@vedomostimd], <a href=\"https:\/\/t.me\/md_news24\/25404\">\u041d\u043e\u0432\u043e\u0441\u0442\u0438 \u041c\u043e\u043b\u0434\u043e\u0432\u044b<\/a> [@md_news24]. It has been noticed, however, that this technique is becoming more common and aggressive \u2013 although the fake was refuted, the channels either did not publish the refutation or continued to distribute it. The large-scale practice of this technique \u2013 and we must expect this in the current election campaign, since in campaigns and during crises disinformation takes higher turns \u2013 becomes very dangerous, since it creates a general state of chaos in which the boundary between truth and lie can hardly be perceived.<\/p>\r\n<\/td>\r\n<\/tr>\r\n<\/tbody>\r\n<\/table>\r\n&nbsp;\r\n<p style=\"text-align: justify;\"><strong>Strategic posts, prepared in one center and distributed simultaneously through five channels<\/strong><\/p>\r\n<p style=\"text-align: justify;\">The analysis of the 59 channels revealed a practice characteristic of troll factories \u2013 the centralized production of messages and their placement on several platforms at once. Some are placed at the same time, with no difference in minutes. One such post referred to the authorities\u2019 blocking of the newly emerged HaiTV app, which provides access to a number of Russian TV stations. The fact that the content on political topics is the one that appears multiplied on different channels, and not commercial or other content, shows that we have in front of us instruments of political influence, especially on the eve of elections.
